New York State legalized a system of off-track betting on horse races in the hope of gathering some revenue for itself while reducing illegal gambling. Since the law was passed, however, the number of illegal off-track bets has increased substantially. The reason is not hard to fathom. When the state itself declared gambling to be legitimate, it swept aside the moral reservations that had made many people reluctant to gamble.
